They are a step above because they have somewhat organised and equipped themselves to take on larger targets. Then there's Raiders who are Wasters that group together to raid settlements and factions for resources. Maybe they have a line they won't cross i.e killing or even violence in general, but thieving and robbery they'll do. Maybe they do it because they literally need to and they aren't malicious, maybe they are malicious. They can be good, bad and everything inbetween. I.E the average Waster just means any and everyone unaffiliated to a faction in the wasteland. I think maybe it'd be better if it was Waster > Raider > Raider Gang.
